If Israel wishes to offer help to Palestinians with relocation to another nation and high monetary payments to leave the country with passports and visas for acceptance into another nation, let them make an offer. It will cost less to relocate a family than one missle or drone and they will take their skills to another part of the world that welcomes them. Israel just wants some survivors to continue to do the work as slaves to Isreli masters? They have already seen that this is a population of young people they cannot kill off, try as they might. Make them an offer they cannot refuse IF having a population of slaves, you can starve or kill at will, is not your goal. Then open your purse and give them money for recovery and a decent life elsewhere.
