Not quite. It's actually "authorities to detain *alleged* migrants without trial."
This sets up a loophole for farmers to depress wages further (or steal wages) for veg pickers etc under the threat of informing the authorities. And since every veg farm uses migrants, selective and frequent invasion by authorities on farms that have annoyed said authorities.
