The organization must be organized and operated exclusively for religious, charitable, scientific, literary, or educational purposes. Also, as you point out, no substantial part of their activities can be used to influence legislation. The process normally takes at least 6 months to get IRS approval, and they likely do not have that status as yet, since they were only incorporated in February of this year. [The advantage of 501c3 status, of course, is that contributions to the organization are tax deductible. The eligibility of this organization for 501c3 status seems highly questionable here.
Even if they are a not a 501c3 organization, however, they can still exist. Kudos to you for identifying other background information. There is certainly enough evidence to warrant a further investigation about whether they are subject to federal prohibitions on foreign government involvement and whether they are subject to federal and state reporting requirements for lobbyists. Suggest you consult counsel about further avenues of investigation.
