Bearing in mind that the international standing of universities has absolutely nothing to do with the governments that (partly) fund them, why don’t those US universities that are under threat relocate to other countries until/unless the US government regains some sanity? Quite a few universities have specialist branches in other countries, so logistically this is possible. I’m sure the Canadian & French governments would be willing to assist Harvard – which established its reputation well before 1776
