Unfortunately, that has never really worked. And it likely will not work -- because Israel is seen (rightly) as a villainous and brutal nation by those around it. And the current multiple wars it is conducting -- Gaza, West Bank, Syria, Yemen, Iran -- are surely breeding more young militants in all those areas ready to take up arms against Israel.
