I'm loathe to reference a documentary, as they are necessarily limited in detail, but you can get up to speed on how a group of elites attempted a financial takeover of Russia during this period. I'm referring to "The Forecaster" ( https://www.imdb.com/title/tt4103404/ ). Martin Armstrong was invited into this group to take part in the financial feast on Russia's carcass, but declined to join in the manipulation. This put a target on his back which ultimately led to trumped-up charges and years in jail under bizarre circumstances.
It's likely this was all going on without Jeffrey Sachs' knowledge.
The Forecaster was banned in most of the USA, which should pique the interest of anyone who understand how the world works these days.
