If this is not "collective punishment" (a war crime) then I don't know what else is. The ICC and the ICJ need to get off their fat asses and begin to act like an international body that their name implies.

If this doesn't meet one of the definitions of genocide (preventing births within the group), then nothing does. The real question in regards to the ICC/ICJ/UN is "Cui bono?" Who benefits? We've known the answer to that since the UN was founded in the 1940s, just as everybody knew the answer to the same question about the League of Nations. The answer's the same. Let's not pretend that any of those bodies truly represents international order that benefits anyone else.
