I recall how the Viet Cong avidly studied American literature in the trenches and the tunnels.

I don't see any American policy makers reading Sayyid Qutb.

this was quite common among most arab nationalists across the region in the 50s-70s. there were a lot socialist/communists groups across the region and they were targetted by (usually "religious") groups backed by the cia.
