Even the UN has questioned the Health Ministry's figures. Major Spencer (head of Urban Warfare Studies at West Point's Modern Warfare Institute) says the IDF has achieved the lowest ratio of civilian casualties to combatant casualties (1.5:1) ever recorded for fighting in a densely populated areas such as Gaza. He notes that ratios as high as 9 civilians killed for each combatant killed are not unusual.
