A bit of comic relief is embedded in Leavit's statement. Had she learned her grammar in elementary school, she'd know that the adverb "obviously," in her sentence modifies the wrong verb. She says here not that it's obvious that steps will be taken, but that obvious steps WON'T be taken. This implies that opaque steps will be taken, i.e., business as usual.
